Tubridgi Gas Storage Facility Environment plan

 

Background

Tubridgi Gas Storage Facility is a shallow onshore reservoir which has been developed by AGI Tubridgi into Western Australia’s largest gas storage facility.

The Tubridgi Gas Storage Facility (TGS). TGS, a subsurface natural gas injection and extraction facility is 100% owned and operated by AGI Tubridgi Pty Ltd (part of the Australian Gas Infrastructure Group).

The TGS is located 25km south-west of Onslow in the North West of Western Australia and is in close proximity to the Chevron-owned Wheatstone gas plant and the Woodside-owned Macedon plant.

The storage facility is connected to the Dampier to Bunbury Natural Gas Pipeline (DBNGP) via the Wheatstone Ashburton West Pipeline (WAWP) allowing gas producers to store or withdraw gas from the TGS. TGS benefits gas producers and customers alike who may require storage capacity to bank unused gas, smooth production profiles or to store gas to cover planned production outages.

 

Environmental Plan Regulation

The Department of Energy, Mines, Industry Regulation and Safety (DEMIRS) under the Petroleum Geothermal and Energy Resources Act 1967 have issued Production Licence L9 for activities related to TGS.

The Petroleum Pipelines (Environment) Regulations 2012 mandates the development and implementation of an environmental plan to the satisfaction of DEMIRS. The TGS EP covers the requirement for Production Licence L9.

AGI Tubridgi is currently undertaking a 5-yearly update on our Tubrigi Gas Storage Environmental Plan (TGS EP) and would like to invite you to provide your input.

This regulation also requires AGI Tubridgi to review and update the TGS EP every five years. The purpose of the 5-year update is to:

  • Review and update to demonstrate environmental impacts and risks associated with pipeline and storage activities are up-to-date and always reduced to as low as reasonably practicable.
  • Review and analyse to ensure that environmental performance objectives and standards have been met.

Objective

The objective of the TGS EP is to demonstrate that AGI Tubridgi provides and maintains an effective environmental management system that is capable of systematically and continually identifying, assessing and managing environmental aspects arising from the operation of TGS. The TGS EP aims to establish suitable controls so as to eliminate or minimise the risks to environment to a level that is low, negligible or reduced to as low as is reasonably practicable (ALARP). The TGS EP further seeks to provide a framework for measuring environmental performance against legislative requirements and AGI Tubridgi policies and standards.

In order to achieve this overarching objective, this TGS EP specifically aims to:

  • Establish a set of performance standards and associated measurement criteria to inform the development of specific environmental controls procedures.
  • Provide rational and practical environmental guidelines for the operation of the Tubridgi Gas Storage, to ensure construction or operational activities carefully consider the principles of Ecologically Sustainable Development and do not adversely affect adjacent environmental values.
  • Ensure that any potential environmental impacts from the TGS are managed in accordance with legislative requirements.
  • Develop environmental guidelines for conducting staff induction and training.
