DBNGP Environmental Plan

The Dampier to Bunbury Natural Gas Pipeline (DBNGP) was constructed and commissioned in 1984 to transport natural gas from the north-west of Western Australia (starting near the township of Dampier) to commercial, industrial and domestic markets in the south-west of the State (finishing at MLV157 (Clifton Road) near the city of Bunbury). Dampier Bunbury Pipline (DBP) is the operator of the privately owned Dampier to Bunbury Natural Gas Pipline (DBNGP), Western Australia's most important energy infrastructure asset.

Pipeline licenses (PL 40, 41, 47, 69, 91, 94, 95, 100, 101 and 123) have been issued under the Western Australian (WA) Petroleum Pipelines Act 1969 (PP Act) to allow the DBNGP to be operated. Additionally, Pipeline Licence 38 has been issued to allow the operation of the Burrup Extension Pipeline (BEP) which is connected to the DBNGP.

 

Environmental Plan Regulation

The Petroleum Pipelines (Environment) Regulations 2012 mandate the development and implementation of an environmental plan to the satisfaction of the Department of Environment, Mines, Industry Regulation, and Safety (DEMIRS). The Dampier to Bunbury Natural Gas Pipeline Environmental Plan (DBNGP EP) covers the requirements for PL38, 40, 41, 47, 62, 69, 91, 94, 95, 100, 101 and 123.

This regulation also requires DBP to review and update the DBNGP EP every five years.

DBP is currently undertaking 5-yearly update on our DBNGP EP and would like to invite you to provide your input. The purpose of the 5-year update is to:

  • Review and update to demonstrate environmental impacts and risks associated with pipeline activities are up-to-date and always reduced to as far as reasonably practicable.
  • Review and analyse to ensure that environmental performance objectives and standards have been met.

Objective

The objective of the DBNGP EP is to demonstrate that DBP provides and maintains an effective environmental management system that is capable of systematically and continually identifying, assessing and managing environmental aspects arising from the operation of the DBNGP. The DBNGP EP aims to establish suitable controls so as to eliminate or minimise the risks to environment to a level that is low, negligible or reduced to as far as is reasonably practicable (AFARP). The DBNGP EP further seeks to provide a framework for measuring environmental performance against legislative requirements and DBP policies and standards.

In order to achieve this overarching objective, this EP specifically aims to:

  • Establish a set of performance standards and associated measurement criteria to inform the development of specific environmental controls procedures.
  • Provide rational and practical environmental guidelines for the operation of the DBNGP, to ensure construction or operational activities carefully consider the principles of Ecologically Sustainable Development (ESD) and do not adversely affect adjacent environmental values
  • Ensure that any potential environmental impacts from the DBNGP are managed in accordance with legislative requirements.
  • Develop environmental guidelines for conducting staff induction and training.
DBNGP Pipeline Licenses

 

Scope

The scope of this EP includes all activities conducted by DBP and its contractors in conducting pipeline operations under the DBNGP Pipeline Licenses.

This EP includes both operational and minor construction scopes of works to include interconnecting pipeline installation, new meter station and ancillary activities or additional connection activities for the DBNGP.

Next Step

The feedback gathered during the consultation will be utilised to refine and improve the DBNGP EP before its submission to DEMIRS for assessment.
